Quick answer
Expect $80–160 per hour in the US and £50–100 per hour in the UK, with a minimum charge of one hour and higher rates out of hours. Any work on gas appliances in the UK must be done by a Gas Safe registered engineer — no exceptions.
Credentials that matter
United States. Plumbing licences are issued by state and sometimes by county. Journeyman and master plumber are separate tiers; permits generally require a licensed contractor. Verify the number on the state board's site and ask for a certificate of insurance.
United Kingdom. Plumbing itself is not licensed, so competence is shown through qualifications (NVQ Level 2/3) and membership of a body such as CIPHE or APHC. Gas work is different: it is a criminal offence to work on gas appliances without Gas Safe registration. Check the engineer's ID card and their number on the Gas Safe register.

When it is an emergency — and when it can wait
Call immediately for: a burst pipe, no cold water at the mains, a leak reaching electrics, a sewage backup, or any smell of gas (in that case call the national gas emergency line first).
It can wait for the next working day: a dripping tap, a slow drain, a running toilet, low pressure at a single outlet. Waiting saves the out-of-hours surcharge, which is often the largest single line on an emergency invoice.
